Ministry Overview

Vision

The Ministry of Citizenship and Immigration (MCI), which serves two Ministers (Minister of Citizenship, Immigration and International Trade and the Minister Responsible for Women's Issues), has lead responsibility for immigration and newcomer settlement, volunteerism, provincial honours and awards, and women’s issues.

The Ministry’s vision is: “a diverse society where all people, together with newcomers, women and volunteers, contribute to a strong economy, caring society and enhanced quality of life.”

To achieve this vision, the Ministry works in partnership with other provincial ministries, other levels of government, the community, and the non-profit and private sectors to develop and implement policies and programs that:

  • Maximize the benefits of immigration for newcomers and Ontario by providing services for successful economic and social integration.
  • Promote greater social inclusion, civic and community engagement, recognition and achievement.
  • Break the cycle of violence against women and increase women’s economic security.

The Ministry’s Regional and Corporate Services Division also supports the Ministries of Tourism, Culture and the Sport and Recreation Branch of the Ministry of Health Promotion.

Areas of Responsibility

Immigration

  • Leading the development of provincial policies and programs to support the successful integration of newcomers into Ontario in five priority areas:
  1. Attraction initiatives (addressing labour market needs through immigration) and enhancing pre-arrival services
    • Through Opportunities Ontario: Provincial Nominee Program, allow employers and investors to attract skilled immigrants to meet their human resource needs.
    • Provide an online gateway to information, tools and settlement services for new and potential immigrants through the www.OntarioImmigration.ca website to support the attraction of immigrants to Ontario.
    • Work with the Ministries of International Trade and Investment (MITI), and Training Colleges and Universities (MTCU) to facilitate the attraction of skilled people and international students from around the world.
  2. Coordinated Settlement Services
    • Deliver an effective Newcomer Settlement Program and Language Interpreter Services Program to facilitate settlement and improve newcomers’ integration.
    • Coordinate with the federal government to increase federal funding for enhancement of settlement services to better meet the needs of communities across Ontario.
  3. A Comprehensive Language Training System
    • Deliver adult non-credit language training programs that help newcomers integrate socially and economically and work with the federal government to develop a comprehensive language assessment and training system for Ontario.
  4. Labour Market Integration
    • Implement the Fair Access to Regulated Professions Act, 2006, including working with the Office of the Fairness Commissioner and providing services through Global Experience Ontario.
    • Support bridge training programs for internationally trained individuals in order to assist them in getting licensed and/or finding employment in their field quickly.
    • Work with the Ministry of Training, Colleges and Universities (MTCU) to coordinate and develop training and employment services for newcomers.
  5. Community and Employer Engagement
    • Work with municipalities to develop local strategies and to provide information to prospective immigrants on the website www.OntarioImmigration.ca.
    • Continue Ontario’s Community Builders Program to promote and reflect Ontario’s diversity.
    • Engage employers to provide training and employment opportunities for newcomer
  • Work in collaboration with the federal government to effectively implement the Canada-Ontario Immigration Agreement and with other levels of government to facilitate the successful economic integration of newcomers to Ontario in addressing the above priority areas.

 

Citizenship

  • Promote greater social inclusion, civic and community engagement by helping non-profit organizations strengthen their capacity to serve communities, support social innovation, attract volunteers, and address current and emerging challenges.
  • Work with other ministries to address non-profit sector challenges and to promote more effective working relationships with non-profit organizations that deliver programs for government.
  • Recognize the contributions Ontarians make to their communities and to the Province through provincial honours and awards programs.

 

Ontario Women’s Directorate

  • Work with external stakeholders and other ministries to address key issues of concern to women.
  • Implement a wide range of public education and training initiatives throughout Ontario to prevent violence against women, improve supports to victims and increase women’s economic security.
  • Lead consultations to develop a new multi-ministry Sexual Violence Action Plan.
  • Coordinate the cross-ministry implementation of the government’s Domestic Violence Action Plan and development of new initiatives to be included in the Plan.

 

Ontario’s Poverty Reduction Strategy

The Ministry plays an important role in Ontario’s Poverty Reduction Strategy. MCI programs, such as bridge training, language training and settlement help newcomers get jobs commensurate with their education and experience.

The key to helping women break the cycle of poverty is supporting them in providing for themselves and their families.  OWD contributes to Ontario's Poverty Reduction Strategy by supporting training initiatives designed to increase women's economic security. 

Ontario's Poverty Reduction Strategy is a long-term strategy focused on improving opportunities for Ontario's children.  The strategy includes indicators to measure the government’s progress and sets a target of reducing the number of children living in poverty by 25% over the next 5 years. 

The strategy is focused on children and youth, with the goal of breaking the cycle of poverty by improving their success in school, supporting families, and empowering communities.  It is also about smarter government so that programs are achieving their intended goals.

Legislation

The current Ministry of Citizenship and Immigration (MCI) was established by Order-in-Council number 1478/2005.  This Order-in-Council sets out the powers and duties of the Minister and the Ministry and provides the Acts for which the Minister is responsible.

According to Order-in-Council 1478/2005, as amended by O.C. 556/2007, the Minister of Citizenship, Immigration and International Trade is responsible for the administration of the following Acts:

Fair Access to Regulated Professions Act, 2006, S.O. 2006, c. 31

The purpose of the Act is to help ensure that the regulated professions are governed by registration practices that are transparent, objective, impartial and fair. To this end the Act sets out both a general duty of fairness and specific duties that the regulated professions must satisfy. 

The Act provides for the appointment of a Fairness Commissioner who will assess the registration practices of regulated professions which are subject to the Act. The Act also provides for the regular audit of these regulated professions.

The Act also establishes the Access Centre for Internationally Trained Individuals to, among other responsibilities, provide information and assistance to internationally trained individuals.

 

Holocaust Memorial Day Act, 1998, S.O. 1998, c.25

The Act proclaims Yom ha-Shoah as determined by the Jewish lunar calendar as Holocaust Memorial Day.

 

Ministry of Citizenship and Culture Act, R.S.O. 1990, c. M. 18

This Act was created for a Ministry which was subsequently reconfigured.

By Order-in-Council, powers and duties under this legislation relating to citizenship were transferred to the Minister of Citizenship & Immigration.  Powers and duties relating to culture were transferred to the Minister of Culture.

The Act gives the Minister charge of the Ministry and responsibility for administration of its legislation. The Act allows the Minister to delegate statutory powers or duties to the Deputy Minister or to any employee of the Ministry.

The Act’s objectives include encouraging “full, equal and responsible citizenship among the residents of Ontario” and recognizing “the pluralistic nature of Ontario society”.

 

 

Remembrance Day Observance Act, 1997, S.O. 1997, c. 18

The Act declares two minutes of silence on Remembrance Day.  Observance is to be voluntary.

 

Agencies, Boards and Commissions (ABCs)

Advisory Council to The Order of Ontario:

The Order of Ontario is the province’s highest official honour.  An independent Advisory Council recommends individuals to receive this honour in recognition of their excellence and achievement in Ontario and around the world.              


Office of the Fairness Commissioner (OFC):

           
The OFC is responsible for assessing the registration practices of certain regulated professions (i.e. those subject to the Act).  Its purpose is to make sure these practices are transparent, objective, impartial and fair for anyone applying to practise his or her profession, particularly for internationally trained individuals. 


The Ontario Medal for Young Volunteers Advisory Council:

           
An independent Advisory Council recommends youth, between the ages of 15 and 24, to receive the Ontario Medal for Young Volunteers in recognition of their outstanding volunteer achievements.


The Province of Ontario Medal for Firefighter Bravery Advisory Council:

           
An independent Advisory Council recommends firefighters to receive the Ontario Medal for Firefighter Bravery in recognition of their acts of outstanding courage and bravery while on or off duty. 


The Province of Ontario Medal for Police Bravery Advisory Council:

           
An independent Advisory Council recommends police officers to receive the Ontario Medal for Police Bravery in recognition of their acts of outstanding courage and bravery while on or off duty. 


The Province of Ontario Medal for Good Citizenship Advisory Council:

                       
An independent Advisory Council recommends individuals to receive the Ontario Medal of Good Citizenship in recognition of their outstanding long-term efforts and outstanding contributions to the well-being of their communities.

IMMIGRATION  

MCI supports the Government’s "Strong People Strong Economy" priority through maximizing the economic and social benefits of immigration and women's economic security.  The key strategies include:

  • Working through the Canada-Ontario Immigration Agreement to provide for improved outcomes for newcomers coming to Ontario.
  • Providing improved information to prospective immigrants and newcomers through www.OntarioImmigration.ca.
  • Implementing Opportunities Ontario: Provincial Nominee Program to help address the human resource needs of Ontario employers and investors.
  • Delivering the Newcomer Settlement Program, Language Interpreter Services Program and supporting the Regional Services Branch to deliver the Ontario’s Community Builders programs.
  • Delivering and enhancing adult non-credit language training programs.

  • Recognizing the contributions Ontarians make to their communities and to the province.

MCI’s key strategies will lead to:

  • An increased percentage of stakeholders satisfied with tools, resources and strategic partnerships provided by MCI to enhance their capacity to attract and manage volunteers and/or deliver services to their communities.

  • A broad spectrum of partners engaged in prevention of violence against women and other issues of concern to women.
  • Changes in the attitudes that perpetuate violence against women.
  • Earlier identification of women at risk of violence and more efficient/effective supports for victims.

Strong People, Strong Economy

Work through the Canada-Ontario Immigration Agreement to provide for improved outcomes for newcomers coming to Ontario.

Continued to implement the Canada-Ontario Immigration Agreement by:

      • Working with the federal government and other affected Ministries to implement the Strategic Plan for Settlement and Language Training.
      • Implementing the Opportunities Ontario: Provincial Nominee Program.
      • Implementing the MOU with the City of Toronto.
      • Developing the Local Immigration Partnerships program with the federal government and municipalities.

Provide improved information to prospective immigrants and newcomers through www.OntarioImmigration.ca.

MCI continues to expand the reach of www.OntarioImmigration.ca. For example:

    • Additional municipalities launched their immigration portals, bringing to a total of 13 municipalities with active portals.
    • Ontarioimmigration.ca received more than 672,000 visits this year (an increase of 38% from the previous year).

Implement the Ontario pilot Provincial Nominee Program to help address labour market needs.

The program underwent an evaluation of its pilot year and subsequently was redesigned and renamed as “Opportunities Ontario: Provincial Nominee Program”.   The program was expanded to help Ontario’s employers and investors address their human resource needs.

Deliver the Newcomer Settlement Program, Language Interpreter Services Program and support the Regional Services Branch to deliver the Ontario’s Community Builders programs.

    • Over 120,000 newcomers received services through the Newcomer Settlement Program.
    • Approximately 4,500 victims of domestic violence, who don’t speak English, accessed social, healthcare and legal services through the Language Interpreter Services Program.
    • The Ontario's Community Builders Program continued to invest in initiatives that promote diversity and multiculturalism in Ontario.

Deliver and enhance adult non-credit language training programs.

    • MCI led stakeholder consultations regarding potential changes/enhancements to the delivery of language training.
    • Over 100,000 learners enrolled in the adult non-credit language training programs including 28 occupation specific Specialized Language Training Projects.

Continue to implement the Fair Access to Regulated Professions Act, 2006 (FARPA) to help remove barriers to participation for internationally trained individuals.

MCI continues to work with the Fairness Commissioner to identify and address regulatory barriers to foreign professionals being accredited to work in Ontario.

Global Experience Ontario has:

  • Served over 2,000 internationally trained clients.
  • Placed 74 interns across the government in the new Internship Program for Internationally Trained Individuals.

Build on the success of bridge training programs to support internationally trained individuals.

  • 40 new bridge training projects were launched, which will help 3,000 newcomers get jobs in their field.
  • Currently there are over 100 active bridge training projects across over 30 sectors, with over 40 delivery partners.
Work with the Ministry of Training, Colleges and Universities to deliver training and employment services to recent immigrants. MCI continues to work with MTCU to support the economic integration of internationally trained individuals.

Implement initiatives to support women’s economic security.

    • New pilot programs provided training to 356 women experiencing, or at risk of, domestic violence; 245 of these women found employment within six months of completing the training; and over 100 women left social assistance and secured employment as result of the training.
    • 286 women graduated from existing Women in Skilled Trades and Information Technology Training programs, of which 248 (87%) found jobs or pursued further training within six months of graduation. Also, 10 new programs were established.
    • New programs providing training and other supports to build Aboriginal women's leadership capacity were implemented for over 1000 women.

Stronger Democracy

Promote active community and citizen engagement and strengthened voluntary sector partnerships.

 

    • 1,555 non-profit representatives trained to reduce risk and liability in 45 workshops across Ontario.
    • Almost 1,000 students volunteered in seven communities during the 2008 National Volunteer Week Ontario Youth Volunteer Challenge pilot.

Work with other ministries and nonprofits on issues of concern to the sector.

 

Advanced issues of concern to the voluntary sector, including:

    • Ten community dialogues supporting culturally diverse volunteers.
    • Produced and distributed Inventory of Resources Related to Engaging New Canadians as Volunteers to assist volunteer centres.
    • As part of the Ontario Volunteer Partnership initiative, 73 workshops in Risk Management and Liability Insurance were delivered to over 2,300 participants in 34 communities across Ontario.

Recognize the contributions Ontarians make to their Province through provincial honours and awards programs.

Delivered Ontario Honours and Awards programs that:

    • Recognize volunteers for their achievements, contributions and long-term service to community.
    • Honour fallen Ontario members of the Canadian Forces, fire-fighters, police officers, who died in the line of duty, and their families.
    • Celebrate Canada Day.
    • Deliver the provincial Remembrance Day commemoration ceremony.

Stronger, Safer Communities

Coordinate implementation of the Domestic Violence Action Plan across ministries.

A Domestic Violence Advisory Council was convened to provide advice to the Minister Responsible for Women's Issues on improving the existing system of services to abused women and their children.

Implement a wide range of public education and training initiatives to prevent violence against women.

    • Over 4,700 professionals from the health, education, justice and social services sectors received training on domestic violence in 2008-09.  98% of training participants surveyed indicated that they are better equipped to identify domestic violence and provide appropriate supports and referrals as result of the training.
    • Over 170 communities across Ontario participated in the Neighbours, Friends and Families campaign which is aimed at increasing awareness about what to do to help in domestic violence situations. In addition, similar campaigns targeting Aboriginal and Francophone communities were implemented across Ontario.
    • 13 new community-based programs were implemented to engage diverse communities in promoting healthy, equal relationships to youth age 8 to 14.
    • Educational materials in 14 languages were distributed throughout Ontario under a new program aimed at increasing vulnerable women's awareness of their rights and options under Ontario and Canadian laws.
